Mabey a stupid idea and possibly overtuned to the moon, but why couldn't they just make D&J Cycle through T/H/D with standard GCD cooldown and make Junction Cast 25/s

Get rid of Powder barrel alltogether and increase potencies on the final continuation combo or something?
