I know I'm missing something and it's bugging me...
I go to the Frozen Fissure on the moon and it's always lined by wanderers that will never talk to you. Bots.
But why come to Siren to do fishing here? What am I missing? lol

its not just siren theres always <wanderer> hanging out inside the mooncave fishing on excalibur
I've seen it on Gilgamesh as well, always at least 6 to 10 people fishing.
Not everyone that doesn't want to talk to you is a bot. It's not easy to carry on a conversation and fish at the same time. You're bound to mess something up.
Second, what's so nefarious about people fishing?
Its the oddity of them all being wanderers
I'm not sure why these bots have opted for fishing as their method of income, nor can I grasp why the heck they haven't been banned when they're very blatantly using an animation canceling hack.
The only thing that's changed since I first saw them is that that they are no long in a FC, as they were originally handing off their unwanted fish to low level bots who'd just sit by a FC chest constantly desynthing them a tiny bit of extra gil.
I did a more detailed investigation here.
It doesn't take much time/effort at all to tell that these are not actual players.

I'm not too sure SQEX is really serious about dealing with this. All Ive seen them do is that one mass banning of RMT accounts. If they cared then how can it be hard to look at these bots that gather every day and see if they are doing something? How is that not obvious? Not sure it would even take long and they can make these areas a bad idea just by having a GM pop in every few days and have a look.
They've made it plain they're not going to actively seek out anything, only respond to reports of legit illicit activity. Unfortunately, there's nothing legitimately wrong with what they're doing out there. If they go to check on these supposed bots and there's at least one person that's active, that looks bad for them.I'm not too sure SQEX is really serious about dealing with this. Like I said: They don't seem serious. I seriously doubt its hard to spot the ones that are doing this. They can easily spot the ones that are funneling gil/items to those who RMT.They've made it plain they're not going to actively seek out anything, only respond to reports of legit illicit activity. But your trying to excuse it by saying there isn't anything wrong with doing this mass fishing is kinda sad. Your either completely missing the big picture or your trying to smoke-screen.
Maybe all these <wanderer>'s got lost looking for a Vault. I think next time you see a <wanderer> you should help them out.
