Sorry, but this is not entirely true. If it comes to make some unique new shop mounts or unique shop glams then the manpower in never a problem for them.Making new models takes time and manpower, and they can only make so many new ones per expansion, among tons of other things they must make. Unless you want the game to look emptier, and many dungeons to give no rewards, they'll have to use old skins mixed with new skins (and we do get a good bunch of new skins).
I don't see why this is so dramatic, or why you think that making hundreds of new models is super easy and takes no time, and you deserve no less. People often sound so entitled and disconnected from the amount of effort that everything we get takes.

Yes and I wonder just how great in frequency these are versus new shop mounts and glamour. Not to mention with a bulk of them either being NPC, which were already in the game regardless, or from past seasonal events (which didn't require paying anything at the time), and only migrated over to store purchasable to stop people throwing toys out their pram over unobtainable previous rewards.
I'm sorry but regardless of how you feel the required manpower to release store mounts and costumes which are universal across all jobs/roles is significantly less than the required manpower to sufficiently produce 5-7 unique gearsets across the different roles for every single dungeon. Asset reuse is inevitable in this regard. Whether or not they could do some tuning or a different approach like role swapping or making dyables is an entirely different discussion that is a lot more feasible.
