Just going to break down populations here for reference (in order of least to most populated):

I don't believe that lists the actual number of characters on the server, but rather the characters on the server that have registered with XIVPADS in the past.

We know that Aegis actually has one of the highest populations, as that was one of the worlds that had character creation suspended until the recent addition of a third Ul'dah server.
