I think the intention is that you mainly use it after the shields are partially yet not completely used up; you got some use of the shields but still receive the full healing effect of Pepsis then.

You'd think that be the case, but a 320 potency shield is not big enough to outlast most AoEs. And if it does remain, you'll probably not need the burst heal provided by pepsis.
There may be very specific situations, where it may be useful.
Week 1/2 Curtain Call would like to have a word.God I fucking wish healing was actually difficult enough to actually eat into the GCD spam even once per duty. Alas unless you luck into a total sprout party most your heals are just sitting there off cooldown doing nothing while the party stays firmly topped off the entire time.
Then I give you Ultimate.
I'd argue Curtain Call was never hard to heal, the difficult part was getting your tether break timing down correctly so the healers actually had time to heal at all and using your mitigation properly.
Getting blown up because 2 tethers went off within 2 seconds isn't a difficult healer mechanic, getting blown up because 1 dps was ever so slightly out of range to get the heal isn't a difficult healer mechanic, getting blown up because you had 0 party mitigation isn't a difficult healer mechanic. Curtain Call is certainly a team effort, everyone needs to bring their A-game and one mistake could mean a wipe, that doesn't mean it's hard to actually heal.

Umm… it’s for when people have big shields and low health..
It’s a pretty core component of sage. It’s not a big ooo shiny macrocosmos or something, but like, when people have shields below healthcap, and your next move would optimally be another euk barrier, pepsis. Literally no reason not to, every shield spell is instant. Super short cooldown
Can be useful for deep healing a tank, or in getting multiple party members back up to equilibrium while refreshing everyone else’s barriers.
If nothing else it’s quality of life, like true north

Sages heals are not weak idk what on earth some of these people are even trying to say by that. I literally easy top anyone hp off quite easy with 2 buttons from 30% and below to full . Sounds more of just trying to make sage look bad like how they use to abuse poor ast on weaker regen and shields which wasnt. or bad gear and some of the geeen dps bots who put direct hit rate instead of crit and det in their eq ofc your heals maybe weak then. Geez poor sage with the old ast abuse. But honestly only part I wont agree with is pepsi being of use.You must not understand the mechanic of pepsis.
I use it all the time.
With Pepsi you able to refreshes Eukrasian Diagnosis/Prognosis(15y) for while providing 450/350 heals, depending on the type applied.
SGE doesn't do big heals, but a multitude of rather weak or medium heals, in addition to mitigation.
Eukrasian D/P sets mitigation -> Pepsis ends it while healing -> refresh Eukrasian D/P.
And again, healers crying useless when they haven't read the tooltips properly.
I also hear people saying that the SGE heal is weak, yet it's just as manageable to heal your raid as any healer job. It's just that it's not a WHM, SCH, AST. I guess it's the same people who shout SGE no identity.
