1. A culture shock. Vegas. Bright lights, technology, an oasis of electricity and corruption and gil.

2. Remake a REAL and competitive card game into an FF version, like Texas Hold 'Em, for PvP gambling. Casual tables as well as tables for high rollers. I think PvP gambling using remade games that are actually coherent but transformed into FF versions would spark a lot of interest. It would bring into the game a whole new kind of player - the gambler. I can easily see people spending all their time in FFXIV at the tables. If SE makes gambling PvE and makes it based on some lame game they've concocted it'll be a failure compared to what it might have been. Take things like Black Jack, Texas Hold 'Em, Five Card Stud, etc, give them an FF make over, and make them PvP. Golden Saucer would be a huge success. Huge.

And no small time betting limits. If people can make more gil farming marmot squirrels than gambling against other players in a CASINO the place will be empty.

Edit: Oh, and add a PvP gladiator arena where people can place bets on the winners. Golden Saucer champions would emerge out of real players and it would be epic.

Well, since this has already been necro'ed, I rewatched some videos of the original Golden Saucer since it's been quite a while since I last played it.

If they can swing the Battle and Chocobo Racing events, that would be great. Battles could simply be BCNMs, pit your talent and those of your friends against a team of monsters. Win rare items, prizes, or points. I have no idea how player-controlled Chocobo Racing would work, but betting on a spread like any normal horse race would work.

Other than that, lots of little games to suck in our gil, along with bright and gaudy colors and displays.

arena, chocobo races, a haunted fun house/inn, a tour ride around all of gold sauce, arcade complete with that game you feed a moogle to help him fly. A Staged area that DoL and DoH can help build and make plays.
