arena, chocobo races, a haunted fun house/inn, a tour ride around all of gold sauce, arcade complete with that game you feed a moogle to help him fly. A Staged area that DoL and DoH can help build and make plays.

1. A culture shock. Vegas. Bright lights, technology, an oasis of electricity and corruption and gil.

2. Remake a REAL and competitive card game into an FF version, like Texas Hold 'Em, for PvP gambling. Casual tables as well as tables for high rollers. I think PvP gambling using remade games that are actually coherent but transformed into FF versions would spark a lot of interest. It would bring into the game a whole new kind of player - the gambler. I can easily see people spending all their time in FFXIV at the tables. If SE makes gambling PvE and makes it based on some lame game they've concocted it'll be a failure compared to what it might have been. Take things like Black Jack, Texas Hold 'Em, Five Card Stud, etc, give them an FF make over, and make them PvP. Golden Saucer would be a huge success. Huge.

And no small time betting limits. If people can make more gil farming marmot squirrels than gambling against other players in a CASINO the place will be empty.

Edit: Oh, and add a PvP gladiator arena where people can place bets on the winners. Golden Saucer champions would emerge out of real players and it would be epic.

Triple Triad. Tetra Master. An original card game, too, once Dev Team thinks they've settled upon a good one. I see no reason that we can't have multiple card games. D: I personally would go on very long, tedious quests to obtain good cards for card games!

i just want the golden saucer to have many different types of games. i want somewhere to just go and relax when i'm bored. i spend countless hours in the one in vii and would do the same here. chocobo races, carnival type rides(shooter), a monster arena, card games, and tons of mini games. if they are going to put something in xiv and call it the golden saucer it needs to be absolutely awesome with tons of variety in the games it offers.
