It looks like this fixed it for me. I swear I had TLS1.2 enabled, and had the Windows update KB3140245 installed, but I guess I hadn't run the registry easy fix. I ran that, restarted my computer, and XIV is patching as I type.The following two articles helped me fix the problem on windows 7 64Bit

You must have Windows update KB3140245 installed.
Then you must edit the registry tree as defined in the documentation
If for some reason you do not want to read or do not understand the documentation details about editing the registry tree.
They made an "Easy Fix" program that will do the edits for you.
