what that does is bring back a sense of accomplishment. great i'm level 30 i can go venture into my promies. great i'm level 40 i can go into the aquaducts.. and the same again with bcnms and other content hell even getting a kazham pass felt like an accomplishment. It actually felt like you achieved things where in xiv there's nothing that currently has that sense of accomplishment.

not 50 yet > still not 50 yet > still not 50 yet > woo 50.... now what?
there is nothing along that journey that gives you any sense of accomplisment.
Why Couldn't the levelling be a tutorial filled with story?
Then all that content you said to add be added at end game, so everyone can enjoy it all the time.
And the achievement come from completing quests that unlock more story, areas jobs, quests, dungeons, items?

But yes the CoP idea does seem a good one with the level caps from what i read about it.
