Perhaps that's because healers get fast queue pops in DF, and therefore don't use PF much.
Or perhaps it's because of the content you are asking people to run in PF isn't very popular.
Without more information, your experience finding healers in PF isn't particularly meaningful.

EX trials, Unreal, Ultimates, Savage. You think people DF these?
Even if I were to find people to run the most obscure Good king Moggle Mog XII synced no echo meme run you bet healers are gonna join last. It's like that everywhere.

No, but I also suspect most people who run content like that don't pug it.

I also suspect SE cares much less about healer availability for that content in PF than it does about healer availability in DF, since DF is critical for sprouts.

You mean the df content that typically has near instant queues for healers on all dungeons, trials and raids? I wonder why healers would have the fastest queues. Could it be that they're the least common? It's almost as if noone wants to play the wretched things.

That's actually not true, because matching up people for DF is not a simple as you seem to believe.
Yes, queuing solo, I typically get much faster queue pops as a healer than as a tank or DPS.
However, queuing in a group changes that, especially a three-person group.

I've waited 7 minutes for a Duty Roulette queue pop in a group consisting of tank+healer+dps. That is, we waited 7 minutes to get a single DPS. No, the duty wasn't DPS-in-need. So why the long wait? Was there just no lone DPS somewhere in the data center queued for that roulette? That seems unlikely.

Similarly, my spouse and I have queued as heal+tank (and as tank+heal) and wound up with seriously non-instant queue times. Not what one expects, is it?

I can hypothesize a lot of reasons for things like the above, but without detailed knowledge of how FFXIV assembles parties in DF, they'd just be guesses. One such guess is that people might get assembled into partial parties right away, and so when we queued as T+H+D for LP content, we had to wait for the next lone D to queue, since all of the D who had queued before we did would already be in partial parties. And obviously, any D who queued with another player wasn't going to wind up in our group.

It would be interesting to know the statistics on player queuing for LP content in terms of what percentage queue solo and what percentage queue with one or more other players. It would be interesting to see how those percentage vary across roles as well. Which pairs are most common, for example? D+D? D+T? D+H? Or H+T? Whether and how people group for a queue may have a substantial effect on how quickly even solo players get queue pops.
