Because its not just a capacity issue, its also a design philosophy. They don't want instanced housing, they made that clear a long time ago.

As I said, just because something was the original design intent doesn't mean they can't reconsider in the face of player feedback. The design philosophy clearly isn't working when the majority of the player base isn't experiencing what they expected the outcome to be.
