You realize that Island Sanctuary's existence shows that instance server capacity is a non-issue. correct? Since every character who gets past whatever MSQ/side quest requirement SE has for Island Sanctuary will have one. If it can be done for Island Sanctuary, it can be done for housing. After all, if player is in one instance it means they aren't occupying any others.

It doesn't really matter what their original intent for housing was. Designs can be changed based on player reaction.

MSQ - revamped in response to player feedback.

Diadem - totally repurposed because players did not like the original even after SE made a few changes.

Eureka - the content design for the later zones changed in response to player feedback.

Elite hunts have been changed from some wildly varying respawn timers and dozens of spawn points per zone to standardized respawn timers and about a dozen spawn points in response to player feedback.

New FATEs added in ShB and EW were changed from rewarding GC seals to bi-color gemstones because players complained that FATEs needed a new type of reward to make them worth doing.

Jobs have changed over time from their original designs in response to player feedback. And so on...

There's no reason why housing design can't also be changed in response to player feedback and how players actually engage with the system.

Not certain why you bother bringing up Island Sanctuary when you acknowledge it's not going to be the answer to the housing problems.
