Then we totally don't have the same concept of "end game". Seems like you are fixated on the idea that it is something to obligatory do at max level, with endless grinds to get better gears to get harder battles. For me my end game is just the goal i choose to reach at the moment with what the game provides me. For example a few months ago, on a sandbox game, my end game was to finish my port area with an oil rig which was the hardest craft to do in the game. I wasn't max level with the best stuff, and i didn't care.

I can even have several ends game at once. My currents ones are to get the zonure treasure maps achievements, and to continue getting some old relics. Is that max level content ? Nope. Do i care about the fact that it isn't lvl 90 hardcore activities ? Nope as well.

That being said, it is still doesn't change the fact that with your way of thinking, you would be better on Lost Ark, or on "this game don't value the players's time" World of Warcraft.
