Why isn't this player getting punished?

I came across a player and got familiar with them a bit, but it soon became very blatant that they were using very game breaking cheats and resources.
Position hacks, purchasing large sums of gil, and the more minor things in comparison on top of that.

I don't just say that as an intuition, they had outright admitted to many of these things and in Discord would very blatantly post screenshots and videos of these cheats from their own in-game perspective to the groups they were in.

That being said, I put in multiple reports about this with evidence that couldn't be clearer as to what they were doing. Their own videos. Things that only their screen of perception could do, position hacking, botting, admissions of purchasing gil through third-party RMT sites, and almost everything that the could go onto the list of unfair play.

I submitted all of this evidence to the support desk yet months upon months have passed and this player is still actively playing with all of this. How is it that harassment reports are so easily accepted and resolved, but blatant cheating with irrefutable evidence goes unpunished?

OP, don't lose sleep over this. If SE doesn't care enough to police their own game when evidence is dumped in front of them, then you shouldn't either. There's a guy on balmung who used to use speedhacks in Ul'dah every day to casually zip around in front of hundreds of players. Nothing happened to him. Either nobody in that entire town bothered reporting him (actually really likely; navigating the report menu is a mess for most people) or nobody working at square cares about cheaters as long as there's no community pressure (e.g. with the recent world first event) and they continue to pay a sub. You dumped a mountain of evidence in front of them and this guy's still playing, so I'll leave it up to you to work that one out.

Just blacklist and stay away from that person, SE will do nothing about it
On my server have 2 players that say tons of homophobics and racist slurs every day for months now, one even on Novice Network, they got reported a lot of times and they still there, saying the same stuffs over and over
