They're the same thing. The restrictions will be swapped on occasion over time. The first 18 wards being FC is not a permanent restriction. The way the ward system is built, constantly adding more wards isn't feasible. They have to manually add hardware and update the software each time, in addition to every world being treated the same. If a busy world gets 18 more wards, so does a low population world that may not need additional housing. The ward system isn't and will never be flexible in the way the game needs it to be to keep up with demand.
