I guess mild damage variance from forcing downtime on a melee healer is somehow unthinkable, although completely acceptable for DPS? I dunno, I can't think of any encounter designs where healers are forced to spend more than a few extra GCDs doing mechanics than the DPS. And if they want to make the melee slightly stronger than ranged... well, it's not like the encounter design is very consistently countering extra melee comps as it is? Hell, it's not consistently countering solo-healer comps. But I guess we have to keep the standard strictly 4 ranged 4 melee because reasons. Next to no one in PF is ever enforcing it and DF might just roll you a double Bard comp, but still.

It's just sounds like another frustrating excuse why X just can't work for healers when the exact same thing is a complete nonissue everywhere else.
