For start it would be nice if the demolition actually worked. The break blocks many houses. Then the lottery could be faster to speed up the process. For policy changes, I am of the opinion a housing tax would work the best. Players would have to earn certain amount of gil monthly and invest it in the house. This would make it more appealing to share houses, have FC houses to divide the cost, while decreasing demand and kinda making housing available to more players at cost of solo ownership.
