No it's not. It's one per character assuming purchase restrictions are met. I was able to place bids with multiple alts in the first lottery period.
The lottery is probably set up about as well as any purchase system could be.
It's not how we purchase that's the problem. It's the supply that's the problem.
People need to focus attention on what's causing the lottery to even be necessary in the first place.

Our FC spent 722.5mill on all the bids to win the mansion we bid on. We won. Bigger FC wins the bigger house, makes sense to me. Other FC have known far in advance new housing was coming, you had the time to farm the money out and you didn't.
For my alt's FC I was prepared months in advance and had friends willing to loan some gil and also place an extra bid.
Still, I hope for instanced housing. Not being able to access a game feature as fun as housing due to limited supply is nonsense. If I could have an instanced large I would give my goblet mansion to an RP venue. Let the RP'er make more use of the ward.
Could have 2 or more accounts and with each one could create up to 8 characters and have them all bid on same plot for a better chance. I don't think lottery system is very good.
They just need to make all housing instant that fix the whole problem. I have played other MMO's with instant housing and worked great.

This lottery seems to make people salty too.
Just won a mansion for my FC, some people called me a b*tch just because I was lucky. Well, at least I'll make a tea filled with all those salty tears.
Report them for double the salt honestly. Losing the plot does not mean they can act that way rofl.
Good example of how a flawed housing system promotes toxicity in a game where it's usually less of a problem than in other MMOs.
The rest of the game is designed to be inclusive, which tends to reduce toxicity. Why is housing designed to be exclusive?
