I think you could still solve the problem with wards, and giving people communities and neighborhoods they can build. Allow FCs or groups of people with the resources to buy an instanced sub-division (i.e 500mil for your own division, which isn't unreasonable) and it's yours to populate how you see fit. Maybe this is something that can exist in conjunction with instanced housing...
