Hmm, thinking about it, maybe, the devs need to make it a prerequisite of personal plot lottery that you have held an apartment for 30 days. That would cull off some of the non-invested players. Make sure people know what they are getting into with the cost and effort of decorating.
The specific friends I am speaking of were veterans who had played since ARR and did have apartments. One of them actually had a small house, but she wanted a large because the smalls are just VERY small, as you probably know. She didn't manage to out-click the other person at the large plot she wanted, so then when she checked ALL the other large plots they were already taken, and she was basically like "I have played this game for so long and this is what I REALLY wanted, and I didn't get it because it's so limited" so she just quit.
