I have a private house, and I also am in an FC that has a house. Not saying it's wrong or anything, it's great having a house thats just mine. But have a guess where I'm spending most of the time when not doing content. Yeah! My FC's house, coz there's always a people hanging about the place, it's nice. So in a way I think it makes sense SE wants to primarily make sure the housing is shared. Though in the same breath I'd say they should double the private plots to 40%, 20 is just too few, but generally speaking I kinda understand the intent SE used when deciding the ratio between private and FC housing. Also as some1 said on here, it's still very early to see the bigger picture as the 2nd lottery round is to conclude tomorrow. Pretty sure there will be some adjustments a couple months later.

Well the first "fix" for this is to get people to move the correct wards; Private to FC and FC to Private. That would mean you have to offer some kind of free transfer, most likely to FC first.

There's no such thing as "correct wards". The wards are intended to have mixed owner types in the long run. The purchase designations are to ensure that FCs are able to get a house. Once SE is satisfied the current demand for FC houses is filled, they'll switch some of the FC purchase wards to personal purchase to give more players a chance to get a personal house. In time, what are currently personal purchase wards may end up switched to FC in turn so those wards also have mixed owner types.

It's been literally one lottery cycle. One buggy cycle that took up a month of their time trying to correct. Maybe give them half a minute to adjust ward restrictions.

I mean, it's never going to be enough to satisfy everyone wanting personals anyway. But damn this is incredibly impatient.

The unfortunate thing about the timing you mentioned is that one month allowed shell FCs created with the new system to start purchasing FC ward homes. Hence, the urgency. Square paused bidding for everyone during the month that was supposed to act as a buffer zone/precaution against these shell FCs, and if SE doesn't do something soon, then it won't matter if former fc wards become individual wards because they'll all be taken by shell FCs anyway. This problem will compound with the next lottery cycle.
A month is also a long time to look at something and realize it doesn't work, especially when FC wards sat empty for a month not because of the 0 glitch, but because there just wasn't demand on like 90% of the plots.
