I agree, I want larger apartments (that have a bottom floor & are same size as small)

Well the first "fix" for this is to get people to move the correct wards; Private to FC and FC to Private. That would mean you have to offer some kind of free transfer, most likely to FC first.

There's no such thing as "correct wards". The wards are intended to have mixed owner types in the long run. The purchase designations are to ensure that FCs are able to get a house. Once SE is satisfied the current demand for FC houses is filled, they'll switch some of the FC purchase wards to personal purchase to give more players a chance to get a personal house. In time, what are currently personal purchase wards may end up switched to FC in turn so those wards also have mixed owner types.
