As others have pointed out, it's not that they can't do math, it's that they very clearly can do math but it's from too theoretical of a perspective.

If they know, for example, that they can only put 200 houses in the game at one point then:
A.) They allocate most of those houses to FCs such that each individual house can serve 10, 20, 30, 100, etc. players
B.) They allocate most of those houses to single players such that each individual house can serve 1 player

In scenario A, the 200 houses is intended to serve 2000, 4000, 6000, 20000, etc. players.
In scenario B, the 200 houses is intended to serve 200 players.

You don't have to like it but, mathematically speaking, it's easy to see why they opted for scenario A.
