there's a housing discord intended for buying FC houses higher than listed- as in, the buyers pay more than what the plot actually goes for- This is done by buying FC houses. The buyer is added to the FC then the deposit of gil is made into an FC chest, seller disbands & FC house goes to buyer- it's still done like this & the lottery did not fix this
It just doesn't work for private houses anymore
