My character had personally purchased the land, is the original character for the plot i wanted to relocate to, and weirdly enough, my alt i boosted was the one able to bid and not the owner.Pretty sure I tracked down the underlying issue, or at least one specific reason that triggers the error.
If *any* of your characters on a server originally purchased the plot of land for an FC (any FC) and is still in that FC, any alts on that server will be unable to place a bid for an FC house (only the character that originally purchased the plot for the FC plot will be able to do so).
I was able to confirm this with a few people I knew who were having the issue. If they had a character that had originally purchased the land for an FC, that character could place a bid, but no other characters on that server could. However, as soon as the character left that FC, all of the alts were suddenly able to place bids.
I doubt that's the way SE intended it to work, but that seemed to be the "fix" - a character who purchased land on behalf of an FC cannot belong to that FC, otherwise all alts are locked out from placing bids.

That sucks, I guess the bug goes a bit deeper then. What I reported solved my issue and 3 other accounts' issues; I hate that there must be even more to it!
I'm happy to report that having the character who originally bought the FC house leave the FC fixed things for me.
This could make subsequent relocations very 'interesting' though (or maybe I'm over-thinking). Anyway, problem solved for now, so thank you for posting. Really hope we get an official fix for this.
so I've been experiencing this problem, and I did a lot of research. I vaguely remembered there being a live letter back in shadowbringers when they released housing that described how Player A could purchase housing if Player B had not purchased housing or something to that manner. so I scoured the internet and the closest equivalent I could find was from a forum thread asking about FC housing and alt characters the post goes as follows
"Players will be permitted to own only one private and one free company estate per World per service account.
For example:
If you have two characters (character A and B) on one World, and A is enlisted in a free company which owns an estate, then B will not be able to purchase a free company estate."

I then also found a link in patch 5.35 that talked about proceeding to the housing guide to read more. of course the housing guide has been updated to current housing standards but it does state under the purchase requirements for FC houses.
"Land Ownership: You do not have a character on the same World on the same service account that purchased and maintains a free company plot
* If the character in question purchased the plot, they may still submit a lottery entry for the purposes of relocation."
So in the 2nd housing lottery I attempted to put gil up for a house on my alt for the FC but got the message "Lottery entry and plot purchase unavailable. No more land may be purchased on this world by characters attached to this service account" I then moved over to my main and was able to put money up for the house another member of my FC was able to put gil up for both this main and his alt. we did not win the house.
in the 3rd lottery I decided that as the house is tied to the FC leader that perhaps giving my alt leader would allow her to put gil up for the house. I put gil up for the house on my main account first and then transferred leadership to my alt, she was still unable to put gil up for the house. I then attempted to give another member of the FC leadership who had already put gil up for the house on both his main and his alt account, but was still unable to put gil up for the house on my alt. we did not win the house again.
I wish I had thought of this before putting gil up for the house, but I do wonder if it locked the house to my main because I put gil up for the house before transferring leadership, and would like to in the next lottery try transferring leadership before putting any gil up for a house.
Edit: on a side note has anyone attempted to put gil up on a character for an FC and then leave said FC? what happens to the lottery?
