■ Steps:
1. Be FC member (non-owner, with FC 700+ days, permission to purchase land) with FC house/storage ready for relocation
2. Find available house in FC-only ward
3. Click placard to enter lottery
4. Receive message: "Lottery entry and plot purchase unavailable. No more land may be purchased on this world by characters attached to this service account."

I have 2 characters on this world, both members of the same FC (700+ days). Neither of whom are leaders of the FC (both lowest rank). Character 1 (Inflection Point) originally purchased land for the FC 700+ days ago and was able to put in a bid for this plot of land. Character 2 (Alfred Sinosen) gets the error message. 3 friends on 3 other accounts were able to successfully place bids on this land on both of their characters on this world (one of whom owns a private house as well).
