1. Be fc leader with fc house/storage ready for relocation
2. Find available house in FC-only ward
3. Click placard to enter lottery
4. Receive message: "Lottery entry and plot purchase unavailable. No more land may be purchased on this world by characters attached to this service account." (26.05.22 - 17:30 pm UTC)

He too was able to put in a bid using an alt from the same service account, but my character that is the fc lead was unable to bid!
