Housing Lottery FC Relocation Error

■ Steps:
1. Be fc leader with fc house/storage ready for relocation
2. Find available house in FC-only ward
3. Click placard to enter lottery
4. Receive message: "Lottery entry and plot purchase unavailable. No more land may be purchased on this world by characters attached to this service account."

It appears the lottery is only checking for first time purchases and not considering relocations.

EDIT: I was able to put in a bid using an alt from the same service account, but my character that is the fc lead was unable to bid.
