Cannot Enter Lottery for Relocation

I don't own a personal house and none of my alts have purchased an FC house from the placard.
Cannot enter lottery to relocate the FC house:

They need to clarify the guidelines on how you're flagged as owning a house when you don't own one. Do you have multiple alts in the same FC? If so, you probably can only bid on the character that created the FC if that's the case.
