It'd be nice to have Shiva's figure, too, but I'm not holding my breath. It's probably outside the limits of their clothing framework, and I really don't want to see my hips clipping through my varsity skirt.

That's the root of the issue I think: NPCs can be full-custom, but PCs have to live within the constraints of the character creation and clothing system.

It's a bit artificially limited, though: you can have a buffness slider (roes, hyurs), an ear length slider (elezen, viera), or a tail length slider (auri, miquote), but only one of the three.
