It's not only SE, it's all the in game contests or something because some laws (probably), I remember in ESO they excluding Latam players in this kind of contests.

It’s been said, but it boils down to legal reasons and a lack of official support systems in LATAM.

That said, unless we are talking mailing physical objects to an address, there isn’t really a way for them to know where you are.

More likely, you can do any contests for the region your game was purchased from. For example, living in Japan with the USA game, I have missed out on several collaborations with convenience stores here, but I was able to get an American Amazon one.
