Ishgard Residence

Hello everyone.
I am new and began playing the game (love it so far).
I am wondering when or what I need to do to get into
the Ishgard residence to get an apartment?

You need to be level 50 and have gotten promotions in your Grand Company so that you are a 2nd Lieutenant.

The only way to reach Empyreum before the MSQ takes you to Ishgard is by teleporting to a friend's aetheryte or your FC's aetheryte if they have housing there.

I'm you also need to finish patch 3.3, specifically the last quest, "Litany of Peace".

This is from the "Additional Plots and Purchasing Guide":

To purchase plots in Empyreum, you must have registered a product key for FINAL FANTASY XIV: Heavensward to your service account and completed the main scenario quest "Litany of Peace."

I'm aware that says plots, not apartments, but it's the same requirements.

So although you would get access to the area in 3.0, you cannot buy there until you have finished 3.3.

I just finished HW proper on an alt and the NPC that opens up Empyreum still does not have the blue quest marker that unlocks it. I knew the "note on the wall" that unlocks the Firmament area doesn't appear until after 3.3 so I guess they added the same (silly) gate for access to housing.

It's likely for story reasons. I can't say much without spoiling anything for others who might read this, but the end of 3.3 changes some things about Ishgard as a whole.

I absolutely hate that you're right. Although... The credits-roll cutscene for the end of 3.0 should be "good enough" to satisfy those conditions. Yeah, it's not that much further through but my fear is that it's going to encourage newer folks to just blast through the story to access the features. Especially since Empyreum just released and there are houses available (with some finagling).
