Personal housing was a mistake it should be FC only.

It's too late for that now. When the devolopers opened up housing for personal use they opened up a Pandora's box that can never be closed again. The only way to deal with this mess now is to move forward and make more housing. A LOT more.

As for why a majority of the new wards were FC only. I feel a large part of it was the people with tiny (5ppl or less mostly 1 member FC's) spamming constantly that they "Need" an FC house because not having an FC house supposedly locks them out of doing FC activities they want to do with themselves and the voices in their head. In reality the tiny FC's mostly just wanted access to the voyages in hopes of it generating gil for them. However plans didn't pan out as hoped for those tiny 1 man FC's since they also made changes to the requirements an FC had to meet in order to place a bid. I wouldn't be surprised if that change actually disqualified a majority of the FC's wanting an FC house when the housing area opened.

then Private buyers? I am on Hyperion and mostly no FC's took the FC plots. Wouldn't have been better to split it up evenly 12 for FC's 12 for private? I feel like some of the devs need to be hit with the common sense stick lately

I got bad news for you then, all wards are going to mirror Ishgard house where there is a ton of houses for FC and fewer private homes.

Well they should have made Medium and Large FC only, but should have a ton more like 30 FC 10 Private. Private would have been Small (Which for people who don't know, Apartments were the original size for Small Houses) The Devs just didn't think Housing would be a huge hit, nor did we players think FFXIV would be a huge success.

This is why why you see ppl make one person FC alts. You know the ones that say "will pay 10k gil to sign FC, then you can leave" in shout chat. Housing is just another way of saying to SE that I am a cash cow and willing to pay the bundle subs even though I might not even play during those months just to keep the house. If Yoshi really wants to milk these players and maybe open up the market to new houses, I would lower the demolish timer to 30 days after sub expires. FFXIV gets its MAU's regardless of if they want to play and ppl who don't like it will lose the house and open it up for others who do want it.
