With false information like a significant amount of the posts in this thread I'm not surprised the OP is as confused as he is about the game.

You need to have cleared the raids before you're allowed to buy it, same as the also-MGP Ivalice hairstyles.

Why grind out gear if you have no intention of doing harder content? Seems odd to me, but I guess your option now is to just take a break from the game.

Because grinding gear is content. I don't do Savage, but try to get the best gear that I can because that's...well, that's what MMOs are all about.
