only way anyone can get caught doing this would be a screenshot with there name and server on it, unless SE uses invasive software to scan your files which they won't do. and besides it doesn't affect you since mods are only client side.

They can detect alterd files, the way to rep the files after all is a full repair scan.

WoW had the same issue they blanket banned them then reverted to only the more serious onces like BG Flags, actual cheating alterations.

Wrong, it's 13+ to make your own account. It's funny though because where I am 18 is the age to legally sign a contract, which is what the TOS is.

If you don't like the clubs, don't go. If you don't want to see what the mods do, stop google searching it/using them (I'm assuming they reskin or something). Honestly OP, your post brings more into question about you rather than other players.

Also, 18+ is ok in private places, like housing. Unless they are doing things in public, it's a you problem.

again that doesn't fix the issues. if it's public then it should be banned. IDC if people keep it private, but when you see one club getting spammed daily on party finder along with their questionable carrd.co or site that advertises 18+ services then IT SHOULD BE A PROPLEM.

TBH why would laws of a country apply on games? Isn't the motto that private companies are different entities from the government? Besides... what's legal in Japan exactly? /shrug

It is not important whether it is a japanese game or not. If you want to sell products in a country then you have to follow the local laws of that country.
