I clarified "listening" vs. "complying" in my referenced post, so hopefully it conveys what I intended to say. They may very well understand and even empathize with what some (or even many vocal) players want, but that doesn't mean they are going to comply with those requests, and the non-compliance isn't necessarily malicious. For example, they may feel that in spite of player concerns in one area there is an overriding rationale for doing something different, or they may consider the players' suggestion or demand to be infeasible for various reasons such as time/effort/staffing requirements or server resources.
