Stuttering FPS in Borderless, spent four hours trying to fix, was fine yesterday

Brand new PC, installed XIV, drivers, etc. Played yesterday, borderless windowed with gsync on, while not full 240fps it was pretty high and otherwise played and felt smooth.

This evening I booted up the game and found it was a stuttery unresponsive mess despite the game and Nvidia telling me it was at the same FPS.

I have spent four hours trying to fix this and I am metaphorically (Though almost literally) tearing my hair out.

Drivers are up to date, tried with gsync on and off and full screen only or windowed and borderless, I have tried disabling fullscreen optimisation, I have tried capping FPS to 60 in-game and (after turning that off) capping it in Nvidia control panel, I have tried forcing vsync on nvidia control panel, I have tried rebooting my entire PC, I have tried disabling nvidia overlay.

Nothing.

The ONLY "fix" is to play in Fullscreen which frankly I refuse to do. It was working flawlessly yesterday and now it's simply awful and I have exhausted every possible fix I can find.

There has been 0 Windows or Nvidia updates since yesterday, I checked. As far as I can tell no other game has this issue.

Disconnecting my second monitor brings mild improvement but this is not a practical solution and even then it feels more like 20-30 fps rather than the 60 it's capped to.

This happens in every area of the game, the stuttering even happens on the title screen (the moon stutters across the logo very obviously).

I've given up fixing it for today. Any suggestions I haven't covered would be welcome. It was running flawlessly yesterday but overnight it's gone to pot and I can't figure out why.

I had touninstall Nvidia Geforce Experience, it was actyually causing issues in a different game out of nowhere. Uninstalled and now that game was fixed, out of curiosity checked XIV and sure enough it was fixed too in borderless.
