I think smalls are fine! Remember there's tons of new players too and we don't have as much gil. I finally broke the 10 mil recently but I have been very focused on gil making and recently learned how to play the MB. Many more casual players don't do that. Small is a great entry price and even that 3-3.5m is hard to obtain for some. Also, I like the size of smalls. I want a medium down the line because I want to run community events but I'd love a small as my actual personal home and there's many like me. Not everyone wants a very big house.
Why do we even have small plots? Nobody wants a small unless its the only option available. This was true all the way until the housing drought (which was the end of stormblood) There were tons of smalls until then The only reason they got bought is because there was nothing else available.
Why don't you replace them with mediums and ditch the smalls entirely?
Why does ANY plot get better in game benefits than the other? (garden plots specifically here).

Because not everyone has that kind of money on hand.
I have a small in Empyreum and it suits me fine.

Yeah many players are satisfied with having just a small since it's a more achievable goal (with less financial outlay) and you get to enjoy the same benefits (eg. gardening and workshops) as those of a medium or large house.
It also makes a more cozy neighborhood with several smalls as the players are usually more friendly and approachable. If the ward is only filled with large/medium houses, it would seem like a ward just meant for the Jeff Bezos/Elon Musk of the FF14 world and I don't think most players would like to live in such a neighborhood where only the rich are welcome and the poor are ostracized and shooed away.

I felt like the medium and large were too large to decorate without a lot of empty space. Plus I didn't want to spend a lot of money.

If I could have multiple houses, ie more than one personal. I would 100% grab a few small and medium. You can do some nice cozy builds etc in the smaller houses. Part of why I want instanced housing q.q maybe then we can all have more than one house. I will hope... it won't ever happen but still...
I never needed to mess about walling off sections of my small and it was far less daunting to start decorating too. Small house is nice.
I used to have Small plot on Mist beachfront but the size is too small for my big-ass Roegadyn...
So I moved to Medium Goblet near pool with Roegadyn flexing view![]()
Being small myself, I like my smalls, My large Shiro is awesome and grand, but it's also too big in it's way. So maybe more, my smalls spread out on other servers I play on are better!
One can do a lot with a small.

I can't speak for others, but I think smalls are quite cozy. I've been bidding exclusively on smalls since the bidding process began. It low-key pisses me off that FC wards have had hundreds of smalls available for a month that I'm not allowed to purchase, and the FCs that don't want them (right now) are just sort of treating them like backup plans and the devs are fine with this.Why do we even have small plots? But yeah I agree with the rest of your post. In my ideal world, you'd just buy a plot and then upgrade it over time kind of like in Animal Crossing. FC homes could really have fun with this mechanic because everyone in the guild could work together to boost the house.
This system as a whole just sucks honestly.
