Which other system? I already suggested the perfect system due to small maps.. make each city state with its regions one extreme sized map, and each current map would be extreme sized as well.... each map can feature player buildings where ever, with exceptions of on top of stuff needed for quests, treasure maps.. highly contested imperial whatever else area... give people the posibility to build a City that does not just need to contain a need of an FC to run, with x amount of houses needed to make a small hamlet.... and more to upgrade it into town and the likes to give permission to place an aetheryte and have a mayor system as well.

Remove the market board for anything but search features, to be able to buy from peoples retainers you have to go where they have placed them in player owned house in general, the use of the garden or outside, that would give a reason for people to travel around to locations and give cities more life.
3. put tax on houses so the city can run as requireing some maintainence, You have to pay for maintaince for your house as well, and maybe be permitted to have 2-3, if it runs out of gil, you will get a warning that would last a week to fill in again, or it will be demolished and put back into your inventory automaticly

Before yelling instanced... each house is instanced as soon as you get inside the door of one, if open to the public, it wil generate the instance of which and how the player decorated it, gardens will be limited on the outside of the plot though, this above system worked very well in another MMO from a long time ago, it gave both the neighbor feeling... community feeling... and that you actually had to go to places to buy stuff and a mean to get around in the world without having to drive/fly to every place long away, however aetherytes outside the big NPC cities, has to be filled in by players.
You're on your own with this one bud. I don't think a single person wants that. Just simply fix the supply problem by adding more wards likely easier via a coding standpoint than what you're suggesting. They'd literally have to rework the entire housing system for your idea to work.Which other system? This is the only way lottery system will truly be fair.

3 - Add enough housing wards for everyone!
Options 1 and 2 are no solutions for the real problem. SE must generally solve the broken housing system and give us enough housing wards or personal instanced housing.
Sadly, this is not gonna happen due to server constraints. Instead, I would like to suggest reallocating servers from worlds with low population to worlds with high population.
For example, right now Materia is completely empty and we are seeing several wards with a few or even zero occupied plots after the lottery. What if we allocate those housing servers to more deserving worlds such as Balmung or Mateus where housing is in much higher demand (especially when Balmung even ran out of apartments omg!).
So instead of each world having an even split of 24 wards, we could have Materia just have 6 wards each while Balmung could have 42 wards for example.
