The old system sucked. The only ways to get a house were to cheat or engage in dysfunctional behavior. I mean yeah, if you were willing to cheat or engage in dysfunctional behavior then your chances of getting a house under the old system were higher than now, because you were only up against other players who were willing to cheat or engage in dysfunctional behavior.

The lottery is great because it exposes how pathetically inadequate the housing supply is. With every personal house getting 10 or more bids on the opening of an entire housing district, the lottery has laid bare that housing is only available to 10% (or less) of the players who want a house and can pay for it. And this was at the opening of a district, when availability is unusually high. When the wards fill, any available house that pops up will have hundreds or thousands of bidders. Lotteries with 0.1% (or less) chance of winning will become the new normal.

Now that more of the players can participate in trying to get a house, a much larger section of the population will see its hopes crushed in round after round of lotteries with insurmountable odds. People who would not have even tried to participate in housing will now see failure week after week. FFXIV's ridiculously undersupplied housing system deserves all the hate it can get. The lottery will encourage more people to hate it, so it's a good thing.
