What stage is it where people actually defend breaking the Terms of Service? Denial?

TBF when Blizzard implemented the M+ season score, they apparently worked quite closely with the AddOn that initially sparked the scoring system - RaiderIO. Were quite open about it too. It's not unheard of for certain game companies to work with the community to implement popular mods into the base game, but for an MMO i'm not sure if it's as simple.
Also, it might be hard for the Dev Team to swallow their pride and admit that some random person did a better job for free than their multi-million dollar company.
"waaaahhhhhh, I can't use my handicap space to beat the game!"
You really have a hate on for mods don't you? Those particular types of mods aren't even the topic of discussion, rather the topic is about the mods that SE has stated they will be looking at taking ideas from to improve the UI since it has become clear to them that their UI is not meeting the needs of the playerbase.
Now then, back on topic. While it would be nice for the devs to at least give a nod to modders for being the basis of their ideas I doubt they will give any official kind of credit. The closest I have seen an MMO do that sort of thing for is Blizzard with WoW and the M+ scoring feature that someone else mentioned. Even then they worked with raider.io but they don't actually credit raider.io. Even if it is pretty much completely built off of the addon. I'd agree with the assumption that doing so might open the company up to demands for financial compensation, which no company is going to do willingly if they don't have to.
I wouldn’t be surprised if the person you’re responding to has no access to mods. Probably upset they’re stuck looking like a melted barbie doll. You really have a hate on for mods don't you? I hope they tell us soon when they intend to finish adding all of the sherlocked content into the game. It's exhausting seeing the vitriol from both sides arguing with each other on the issue. Both sides have legitimate complaints, but it's still exhausting to parse through.
Yep, denial.
Now you're simply warping the conversation. I did not explicitly say anything about defending breaking ToS. The topic is about crediting the contributions of people who have created the tools for the community that they are looking at. I've stared at the language in that letter long enough to see that it is a stance that not many are happy with - and if they're going to bother getting community trust back, they need to credit the teams for their efforts in making the tools for them to analyze and implement. Because right now, it is beyond abysmal with how people haven't been satisfied with SE's Community Response over the years. Of course, we can drive the conversation over to how just about anyone can mass report and get their way, which is in itself a very, VERY toxic thing we need to shut down.
