FC Hierarchy Ranking Suggestion

Ranks aren't set up as a hierarchy, they're just individual 'profiles' that allow you to assign different permissions.
This would likely require a complete rework of the FC rank system.

It's pretty simple, just give the top level ranks the permission to promote/demote.
Why would you want anyone other than yourself and your most trusted members being able to give other people additional permissions?

SE has long shown they care not about FC settings or ranks. There are many glaring FC problems or QoL that are really needed.
If we are lucky in 7.0 we get FC rank to 60 offering you another 2 benefits that no one asked for like action storage, which saves the FC leader 1 trip to your GC per week.
