Nobody deserves to be harassed, it goes both ways. Anyone who harasses other people over their DPS should get banned from the game, end of.
The insistence that informedness can only ever be toxic, that knowledge (at least of any quantitative variety) is inherently and specifically a weapon, rather than merely a variably-purposable tool, also cuts the other of both ways. It makes reports of harassment far harder to verify if "I was informed that I could do X, Y, and Z to perform better AND NUMBERS WERE INVOLVED!" itself counts as harassment. Not that "They didn't stop giving unsolicited advice when asked to do so," not that "They phrased this information in such a way that their first concern seemed to be that I know I was cutting the line by being here unprepared, second that I should feel bad about it, and my improvement only a distant third," but simply that the information itself was given.

The more that people insist that quantitative information is inherently toxic, the harder it is to separate badgering for information, because, to that group of people, the distinction literally cannot exist.

But, agreed. Anyone who harasses other people (full stop) should get banned from the game.
