If you think need to use third party programs to have edge over others just don't tell anyone or stream them being used. Just don't complain when you get caught using them.
Oh you can still stream with them just make sure you don't have any overlays showing. And if using one that does callouts, route the audio so it doesn't play on stream. Problem solved.

While it might make sense to ask someone to watch a guide before joining a PF group that specifically says "Watch/read a guide before joining," if that somehow turns into harassment, that harassment itself is already against the ToS. You do not need to specify the context or instrument of that harassment beyond anything that what would, by common sense, make the act harassment.)

(You know what, by golly, there's just something about seeing numbers on a screen in a bar that goes from left to right, but isn't my cast bar nor any of these HP bars, that just makes me want to wreck someone's day. I can't help it. It's just so rage- and judgment-sparking. Please, please, get these numbers away from me; I lose all sense, tact, self-control, and even my life goals in their presence. No, not those ones; those are fine. No, no, not those either. These ones--these ones here, officer. I know they look like the others, but these ones here are inherently evil. So, yes, though I'd never have harassed anyone before, a parser would uniquely give me both the motive to do so, even if I'd have umpteen other means to do so without it if I had so wished -- which, without the presence of that parser, I wouldn't.)
I understand that to have enough samples for data, they pretty well need the logs themselves to be "opt out" rather than "opt in," but... why not at least have them be anonymous by default (until that, at least, is opted in)? The feature's right there; why wasn't it made the baseline? /sigh
