You do realize most mods are not detectable and that Square actively chooses to not implement an anti-cheat for the sake of the community, right? So your high horse is pretty lame and limping, because a simple don't ask don't tell will be exactly the same as not breaking the ToS for all you know.

He, like a lot of the anti-plugin brigade, seem to mald especially hard about streamers adding chat bubbles or garish ambient occlusion to their game. They're doing it in public, and that just riles them up to no end despite it harming nobody.

I don't care your stance on it. Don't do it. It's against the rules. Until the rule gets changed I'm going to report people when I see it. Sometimes it's not about how "harmless" something is. Things are often against the rules for a reason and being dismissive about it just makes you look spoiled and selfish. I'll gladly report anyone I see with it.
