Questioned yes, but also someone should not be shocked if they are punished or be mad at those that report someone for breaking the rules.
That is the problem with cheaters and rule breakers now many want all the benefits with none of the risks. Then try to deny it up and down instead of just owning up to it.
I say this as a filthy cheater in many games. OP is right we lose all rights to being a victim once we willfully break the rules.

but at the same time we have to acknowledge some of the add ons were used to address a weakness in game design, and reporting players for having a minor aesthetic change is petty and cringe.
take house furniture floating for example. you can either A) exploit in-game glitches, or B) use a plugin to do the same thing faster,
everyone in the housing community does floating in some capacity, yoshi p has even visited and handed out prizes for some of these builds but under "misuse of bugs" section of the tos, it is illegal to use either of the above methods
they dont hand out bans to home designers because they recognise what they do is benign and enriches the game in some ways

I just do not get why the intent matters.
To what end? Create change or just be an anarchist? We're talking about rules...not a government.
