    Im sure majority will not do primals if they doesnt come with rewards.

    Yeah really.....I'm still trying to get last 4 moogle weapons and I have yet to get a Garuda weapon and none of the shells I'm with right now have beat her yet since the fix (I only got the Garuda win to complete quest and achievement, no weapon drops) So at this point, looks like those of us who did not exploit her and cannot find a group who can consistently beat Garuda as she is now, will never see a Garuda weapon!
