Being on these Forums for a while, Ive witnessed people come here to complain about getting exactly what they asked for, and complain about literally nothing...and many of them weren't Troll threads
You really need to be more specific. The LOTTERY itself had a hiccup in the form of the Zero bug. Presumably that has now been fixed. Therefore there really shouldn't be an further complaints, assuming the fix is successful, with the Lottery. However, people tend to conflate the issue of fair access to housing, which the Lottery was set up to deal with, with the problem of housing availability. The two issues are separate but invariably there are and will be people complaining about housing and putting the blame on the Lottery when, in fact, the Lottery was never set up to deal with the housing shortage. The housing shortage is a problem that is the result of lack of investment in the infrastructure and programming needed to expand housing availability, as well as certain developer decisions (like reserving 3/4 of the new housing in Ishgard for FCs alone) that have reduced access of what little there currently is. So yes, there will still be people complaining, even if the next Lottery is carried out without any problems. It just won't be justifiable (unless the Zero bug really DOES show up again) as being due to the Lottery.

what if now instead of rolling a 0 randomly, it always rolls ticket number 1 on all wards that had anyone enter the lottery
technically the house got sold and the system "worked", but was that intended?
Technically speaking housing failed the minute they put into the game, with their limited plot system.
They really should've gone with instanced housing and nobody would be complaining nor would we be here complaining about it right now.

It didn't roll a 0 randomly. The winning number wasn't able to be communicated. So 0 wasn't picked. It was just used as a default for a failure for the housing server to get a winning number from the lottery server. The lottery portion itself worked fine.
