It's related to the number of retainers assigned to each city state's market board. If a city state has significantly fewer retainers assigned to it than others, the seller tax is reduced to encourage players to move their retainers to that city state.
I've noticed the same thing with the Coeurl markets but it's also not the first time it's happened. It can take a while for enough sellers to shift retainers for a 0% city state to reappear. I always move mine to Ishgard when it happens since it's still reduced but unlikely to ever regain a 0% rate now that HW is part of the base game.

but most people are to stupid to consider taxes,
they still buy the cheapest in the list from bots although they need to pay more taxes for it
usually the 2nd or 3th item in the list is a better deal cause its from a market with less or no taxes ..........

Buyer's tax is a flat 5% regardless of what city state. It's only sellers that get the discounted rates. The Buyer exemption for purchasing the item in the city state where it's listed was removed a few years ago.
You might want to reconsider your opinion of the level of intelligence of "most people."

Lack of knowledge isn't the same as lack of intelligence.
The game doesn't do the best job of educating players on how market taxes work. It's easy to jump to the wrong conclusion with the vague information available in game.

Nah, the bots have always been there. What's really increased their presence on the marketboard is the changes to the crafting system that removed the barrier to entry into crafting, especially end game crafting. The investment to level a crafter in the past was several times what it is now.
SE's general lack of response to marketboard bot issues has also made them bolder, and the increasing player population means more bot activity needed to feed increasing demand. That's why I would love SE to start hitting the RMT buyers hard. Demand would start reducing if players were losing their accounts for buying gil.
