I do expect to be able to play without workarounds since I've paid the same amount as any other player and they are STILL SELLING the Mac version... they just don't support it, haven't communicated with us since December and it currently does not even open without workarounds for anyone on the current OS and has not for quite a while. The lack of communication and support for any paying user is completely unacceptable.
That said, no you can not report all Mac users since not all Mac users are using an alternate loader since it's possible to still force the official launcher to open with either of these workarounds:
Option 1
1) Open Terminal
2) Paste or type in:

cd '/Applications/FINAL FANTASY XIV ONLINE.app/Contents/SharedSupport/finalfantasyxiv' && bin/wine --bottle default --enable-alt-loader macdrv --wait-children --workdir 'C:/Program Files (x86)/SquareEnix/FINAL FANTASY XIV - A Realm Reborn/boot' ffxivboot64.exe
3) Hit return and the official launcher now opens. Enjoy... until you realise this would have to be done EVERY time you want to open the official launcher.
Option 2
To make this less tedious, the above code snippet can be exported as an app so you don't need to open terminal each time just to play. This opens the official launcher, so therefore should not be against any rules.
1) Open Script Editor
2) Paste in the following:

5) Save it where you'd like (Applications folder works)
6) Use that shiny new app to open the official launcher.

^ This! Their current treatment of Mac players would surely not be looked upon favourably, so I doubt they really want this to blow up in the media since we now know just how loud and widespread any negative press tends to spread.
Also, there is no way of knowing the player you would be reporting is actually using any unofficial launcher or even workaround, they could be willing to take the security risk of using and old, unpatched OS. ¯\_(ツ)_/¯
